OVH are a Housing Association based on Merseyside, and was
formed in 2006 after a successful stock transfer of 11,150
housing units from Sefton MBC.
Since then, OVH has developed into one of the major social
housing providers in the region, with a mission “…to
be the landlord of choice in Sefton”.
As a critical part of their development to ensure that they
are fully prepared for the Audit Commission, in mid 2007
they embarked on a major series of management projects to
analyse their current status and to realign their business
for the future.
Spend and Value for Money (VFM) are high on the agenda in
all Housing Associations. A key aspect of the Audit Commission’s
work is to look at the VFM an Association receives from its
supplier base.
Benchmarking is the first step. This process compares the
current supplier against other prospective suppliers, and
it is generally focused on costs.
But the Audit Commission state that it is not all about
base costs. A Key Line of Enquiry (KLOE) within the Audit
is about the “added value” received from a supplier.
With the above in mind, OVH invited CDP to conduct a print “Health
Check”. This analyses not just the up-front cost of
print, but also looks at all other “hidden” costs
associated with print and print procurement. (“Hidden” costs
include logistics, storage, wastage, enquiry costs, correct
delivery / invoicing / payments, artwork creation, etc).
After extensive involvement with the teams at OVH, CDP published
a “White Paper”. This outlined the findings of
the Health Check in an unbiased and business forward fashion.
Plus it provided a blueprint for moving the business forwards
to deliver a more efficient and effective print procurement process. (It was also free of charge!).
The Health Check also highlighted areas for improvement
and focused on the potential for up to 30% cost savings that
would be achieved when its recommendations were followed.
After reviewing the White Paper, in April 2008 OVH awarded
CDP with the contract to Print Manage all of their print
requirements.
Since then, CDP have worked very closely with the teams
at OVH and have delivered all of the cost savings exactly
to plan.
Judith Deans, OVH Head of Service Excellence comments: “It

colour management, greener logistics, forecasting, and even
waste collection. What we wanted was a print manager, what

But it is still early days, and as Matthew Riordan, CDP
Key Account Manager explains: “OVH are an example where
working together on common goals has achieved great results.
We will continue to work together and deliver sustainable
VFM for appraisal at the next Audit”.
Tim Fitzgerald, Business Development Director CDP adds: “When
